An estimated 5,000 workers atten ded his first meeting; and, as he was administering the union oath of allegiance to that vast throng, he glanced around and saw former sheriff Tennis Hatfield standing beside him with uplifted right hand, swearing to support the Constitution of the United Mine Workers of .America. Bittner stopped the proceedings long enough to tell Tennis that this was a "meeting of miners," not a "convention of mine guards." and if he wanted to join the union he would first have to get a job in a coal mine. Tennis was never received into the fellowship of the miners' union. But what of Chafin? Repudiated by the Democratic party in his native county, openly shunned by its State leaders because of his tmpopularity with the workers, stripped of all civil authority, deserted by his old gang, this erstwhile Don Juan of the mountains left Logan County in 1934. He acquired the ten-story Guaranty Bank Building in the city of Huntington, West Virginia, for $400,000, built the city's only penthouse on its top, where he l�ved in semi-reti�ement until his death on August 9, 1954. than one million dollars. He is said to have left an estate of more ��c--is a joke. Thus, the Federal Power Commission must approve hydroelectric projects but is prevented from exercising any control over plants burning coal, oil or natural gas. The Atomic Energy Commission handles nuclear plants. Neither state nor federal governments have any real control over the placing of transmission lines. Most important, although electric utilities enjoy a virtual monopoly in their locale, they need show no evideoce of a reliable power supply. If they go on the blink it's just tough luck for the customers. The whole question of "reliability" of power supply now is a serious matter because of brown-outs and black-outs. And it turns· out that the electric utilities business is based on bum engineering. The private electric companies have been unwilling or unable to construct a grid system, the tic-tac-toe inter-linking of transmission lines so that if one station goes haywire, its customers are auto matically supplied by other stations along the grid. The grid system, employed abroad, is considered to be sound basic engineering, but the private companies have been slow to adopt the idea. As a consequence, there are only two real functioning grids in the United States, both centered. in federal public power pro jects. One grid covers the area serviced by TVA; the other, hooked into the Bonneville Dam project, reaches over the Northwest and into California. At the time of the 1965 New York black-out, TVA was ready to send up a sizeable block of power, but because the interconnect ing lines were too small, the power couldn't get through. After wards, the utilities promised to develop interconnection systems so as to avoid future break downs. But last summer-four years later-Consolidated Edison in New York had to cut voltage and ask customers to turn off appliances because it was running low on power supply. At that time Basin Electric, a cooperative in the Dakotas, wired Con Ed with an offer of power. Con Ed had to turn down the offer because the "PJM" intersection, the inter connedion handling power for Pennsylvania, New Jersey and Maryland, wasn't big enough to handle the Basin Electric power block. r- r--- r- r- r- r----- r- I Rather than build reliable grid systems, the private power companies spend their time fighting efforts at constructing grids, then blame the power failures on conservationists. The Dickey Lincoln School project in Maine provides an example of the extra ordinary lengths to which the electric utilities will go in fighting installation of a decent power system: In 1965-over the vigorous objections of the private utilities Congress approved plans to build a federal hydroelectric project in Northern Maine. It was to be called the Dickey-Lincoln School project, and the idea behind the scheme was to create an inex pensive source of electricity which could both bring down the price of power, which is very expensive in New England, and provide a reliable supply for the future. The power generated from the dams would be made available to both public and private com panies. Fearing the incursion of the federal government into their territory, the private utilities in New England put together a lobby operation to stop Dickey-Lincoln. The companies sent executives to Washington to speak with congressmen, set up a string of fancy dinners to impress politicians, sought the assistance of the United Mine Workers, and ordered the company directors to speak against the project. It was a sophisticated operation. An elaborate publi city plan described how to build a successful Congressional lobby: "It is essential that all speakers sent out to the hustings be specifically directed to avoid any partisan implications in their remarks. An examination of the series of roll calls in the recent sessions cf the Congress clearly indicates that while we received fairly consistent support from Republican members, the leader ship of the fight was, for the most part, handled by Democratic members from New England and Pennsylvania. Additionally, con siderable support was received from Southern Democrats. Keeping these factors in mind is essential to ultimate success with this pro" ject.
